First, imagine what kind of person you want your character to be. Are you in the mercenary game for the money? Do you work for an organization or a cause? Openly? What are your personal goals? After thinking about these and other considerations, follow this sequence for building your character, going back and forth as needed.

  1. Choose Species. Your species determines your racial abilities and ability score modifications, as well as shapes your persona somewhat.
  2. Pick Ability Scores. These represent your innate physical and mental capabilities, and impart your natural resistances.
  3. Choose Class. Your class represents your training and handiwork, as well as shapes your role in combat.
  4. Choose Powers. Your powers are the specific attacks and options you have available in combat.
  5. Choose Skills. Skills cover actions you will perform outside of combat. Your race and class will play a part in determining what you can get out of skills.
  6. Choose Feats. Feats are customizable capabilities you have.
  7. Choose Equipment. Select armor and weapons. Other gear and resources will be made available to you outside of character creation.
  8. Calculate. From all your decisions, figure your hit points, resistances, damage, and skill check bonuses, as well as any other numbers you require.
  9. Details. Decide what kind of person you are. You needn't make notes of this on the sheet, but that might help you later when you reach a crucial decision point.
