Local coordinate systems (LCS) are measurements taken from inter-galaxy stars (stars you might visit) using a local reference point, usually a planet, star, or orbital platform. These measurements are highly accurate, and require known or established astronomical activity from a safe outpost nearby. LCS are not always available, depending on where you go.
